Design and engineering of the two satellites are part of the multilateral cooperation of Asia-Pacific Regional Space Agency Forum (APRSAF) which aims to develop in the Asia-Pacific Satellite or Satellite Technology for the Asia Pacific Region (STAR). This program involves the space agency of Malaysia, Thailand, Vietnam, Korea, and India.
It was announced by Head of Aerospace Electronics Technology Centre Lapan Toto Marnanto Kadri Meeting Coordination Group for the STAR Program in Jakarta, Wednesday (07/28/2010).
